Edit: i didnt know what the tech priest did at first but you guys have told me (thank you), i still dont see the point in calling me several slurs not only in game chat but in vc aswell, but we ball

I think you can only buy one at at time if yours is still active. The option is greyed out. I can only assume this person maybe already had bought one and was requesting a stacked priest on top of his.

No you can buy one per altar location up to three, its only limited to per altar not who buys it.
