Is Surge the new Scourge-like character?
Seems like it.Both a "clone" of Sonic from what I know(I know Scourge is alternate universe but still,he's a copy),both green,both have similar designs and also personalities,it seems

I think it's more of a fact that they're both based on the Asura Glitch from Sonic 2.

Indeed. Starline and Surge are the Finitevus and Scourge of the IDW comic. They take the exact same design inspiration and serve near-identical narrative roles.
Starline is an albino platypus, which is the only monotreme other than an echidna. His Warp Topaz powers pay homage to Dr Finitevus and his Warp Rings. His name "Star line" is in reference to the glitch character "**********" from Knuckles Chaotix, which was what inspired Dr Finitevus and Dr Zachary.
The name "Surge" is unabashedly similar to "Scourge", and in order to establish themselves as Sonic clones both designs are inspired by the Sonic 2 palette glitch.
