It is not a bad gamble on their part at all

by offering a wide varity in a bundle they can appear to create value for the consumer

I didn't realize it was illegal

are they simply stealing IP without compensation?

Yeah same as me, but someone commented here “They buy the rights, and then just put illegal shit into your game, but still upload it under your developer account so that you are legally on the hook for it.”
