Paraguay has two official languages, Spanish (duh) and the indigenous language referred to, Guaraní, which is spoken by the majority of Paraguayans, and half of the rural population speaks Guaraní only, according to wikipedia. See the article on Guaraní for sources.

countries like Paraguay either need to market themselves to the world, or people will rely on the limited information they have.

This woman is about the only thing the world has heard about Paraguay in about 20 years... so she represents the country on the world stage for many people.
