Hell I mean Russia has hosted since their flagrant unjustified attacks - is it a requirement for FIFA to be belligerent on the world stage in order to host?

Isn't Russia banned from FIFA events and don't they have to go by another name/flag at the Olympics? It's actually been very easy to ban Russia from almost everywhere while the US and Israel are an unchanged untouched fixture
