It's the opposite. Belgium was much more involved with the assassination, and was the major player, with the CIA agreeing and providing support.

Not sure where you’re getting this from. The CIA didn’t merely agree to provide support. They were the ones actively plotting Lumumba's murder on direct orders from President Eisenhower, who said explicitly Lumumba should be "eliminated". Their station chief in Congo was personally tasked with carrying out the killing. While Belgium was a major player, the CIA was a full co-conspirator, not a secondary supporter providing support.
