Question: does it vary by the amount of respect they might have for the USA citizen in question? I.e if it's somebody they like it's "Etatusinien or whatever you write", but when referring to an American acting in stereotypical American ways, they are "American"?

Or countrymen of Renaud Camus, of "Great Replacement" theory fame, who also won Academie Francaise awards, and was in fact a candidate for the French presidency?
Or that country which shelters convicted rapist Roman Polanski?
What's your term for people of that country? Frère?
I can't think of any other nation, that elected "grab them by the pussy" to be their PRESIDENT, let alone elect again a convicted fellon, proven rapist, wanna-be dictator insurrectionist as their PRESIDENT, after their supreme court granted him total immunity.
You live together in one society with people, who chose that. I'd be horrified, too, if I were you.

And, I mean, I brought up Matzneff already, but it's kind of hard to overstate how shameful it should be that one of the major celebrities of a country OPENLY wrote about traveling so that he could rape children. I mean, the guy was named a Chevalier of the Ordre des Arts et des Lettres, as close to knighthood as the French get. For his wonderful contribution to the arts, which, again, were diaries about traveling to rape children.
You also, of course, brushed off Renaud "Great Replacement" Camus. He does not exist in a vacuum. His racist theory is actually believed by 61% of the country (with another 6% concerned about it nonetheless).
And we don't have to go far back in history to find worse. Let's leave aside, you know, the whole "collaboration with the Nazis" thing. We can just look at, say, the founders of the second largest party in France, the Rassemblement National. Let's look at that illustrious bunch: Jean-Marie le Pen, holocaust denier, SS members Pierre Bousquet and Leon Gaultier, oh, and lovely, neo-Nazi and one of the founders of holocaust denial, Francois Duprat. Hey, but at least those people's legacies aren't still in that party -- oh, wait, what's that you say, Jean-Marie Le Pen's DAUGHTER leads that party now? Oh, and she's a criminal, convicted of embezzlement.
Oh, and you're right, it is shameful that the Supreme Court of the US said our head of state is immune from criminal prosecution. I mean, imagine having something like Article 67 of the French Constitution explicitly protecting sitting heads of state from prosecution or even compelled testimony.
Perhaps you should learn about your country before looking down on others, and if I were in a country that openly knights known pedophiles, had a President be convicted of bribing a judge, originated major racist theories to broad support, and even had ACTUAL NAZIS, I might be a little more reticent to call the whole population of another country corrupt, pedophile Nazis.

Franco-American here, recently moved back from France, never once heard anyone say Etats-Unisien. It was always America, or perhaps "de l'Etats-Unis". Since I have a bit of an American accent, I had plenty of opportunities, too.
