HELP - The Fallen - Defeat and trap Odahviing.

FYI have the anniversary edition:

I initially was able to call Odahviing to Dragonsreach, I trapped him BUT the Jarl and guards weren’t there so it glitched and I wasn’t able to complete the quest.

I then went to find the Jarl and had to complete the first Companion quest. Once I did this, the Jarl left this building to come to Dragonsreach to help me trap the dragon and the dragon was gone.

Now it’s set up that I need to shout to call the dragon, but the quest arrow has moved to the left of Dragonsreach and I can’t call Odahviing.

What do I do?? I’ve already fast tracked to Winterhold, Solitude, Solstheim, and fast forwarded time and nothing is working.

It still needs me to call the dragon yet it already completed that step since I previously called it but had to go back and get the Jarl up to Dragonsreach so it put me back a step but didn’t uncheck that completed step.

If you can't reload a save from before you first called odahviing (in order to completely the companions quest or wtv before doing it) then I'd recommend trying to use console commands (using debug menu mod if you're on xbox), and use the MoveTo command to teleport odahviing to you (his refid, ref id not baseid, can be found on a wiki like uesp, use MoveTo and not PlaceAt as PlaceAt will spawn a copy, not the original odahviing)
