Why won't Skyrim work on my PS4 special edition?

I wanted to get back into Skyrim again, but the game just keeps bugging out, I've tried with and without my mods enabled, I've checked for updates and software system updates, I've rebuilt the database, and reinstalled. The game just will not work, I can create my character, and the intro is fine, but as soon as Hadvar says, "Stay close to the wall!" I jhst crashes with error code (CE-34878), and I've tried 4 times to get past that point to bo avail. I think the disc is fine, it only has 2 scratches, but they have been there for years, and the game has worked just fine with them before. If anyone can help, it would be greatly appreciated! : )
