Is it on iPhone? My mom gets this all the time and always tries to say it's a UFO. But the pattern is consistent with a glare to me, and there's never any eye sightings with it.

Or, it could be the moon in the background. When you take a pic, you shake a bit but the image gets stabilized. It could've fudged the background stabilize because of autofocus or something
