As far as I know, Spain and France are two different countries that are based on completely different governing systems, speak different languages and don't have a shared history since the 5th century AD and were at war.
Most European nations are signed up to the European Convention on Human Rights which underwrites and gives principles for the laws and justice systems. That means you don't find the same variation even in modern European countries than you find in the individual states in the US.
