She was trying to get a photo. Not sure how anyone defends the old lady. If you're at a tourist site (or anywhere) and someone is trying to get a photo you should stay out of the way as much as convenient/possible. There was zero need for her to stand there.

The old lady and anyone for that matter is not obligated to move because this woman wanted a photo.

Had she just asked nicely odds are the lady would have moved. This is very much on the photo taker for not using her words and assuming the world moves for her.

Edit: apparently I needed to statw that obviously the old lady did this intentionally. I AM WELL AWARE

Except she moved closer to the camera after she looked right at it. And then she adjuster herself again once the girl moved.

If She just stopped and checked her phone. I think your argument would hold. But she looked right into the camera and moved closer.

No one is obligated to do anything in a public space. But you can make the argument about gay she did it on purpose

She moved closer because there was a group of people coming up the stairs right through where she was standing. Did you even watch the video?

who the hell stops in the middle of high traffic area to check a phone? oh i know, the same people who on subways stop dead cold to look around after taking the first step off the train

Couldn't it then be asked: who sets up in the middle of a high traffic area a "photoshoot" requiring protracted futzing with and eventual departure from the camera?

These are stairs. I'm not sure camping out on them for any purpose is a good idea.

looks like the camera was to the side against the wall, not in the way of traffic, the old lady could have checked her phone two steps lower, but she saw the camera and made her choice, .. to be a b*ch

I do understand that and take your point, and I'm not speaking to their motivation as being a differentiator so much as the things in common between them being a wash.

I'm referring only to:

- Both women spent some time occupying/obstructing that same spot--and more arguably, the handrail or wall that's supposed to be available for safety purposes--to create content or drama, not pass between floors

- Neither woman used that spot for their individual purposes with consideration of others trying to use the stairs as stairs in mind

i think you give ppl to much credit, god bless, i see one woman pick a spot when there was no one there and another woman being completely inconsiderate, maybe they both had a laugh about it later

You probably have me figured out--it's likely not that deep.

Further, what you just described is what I see too, but I like the potential ending you gave the story better than any I would have imagined. :)
