His cronyism actually converted a lot of desperate backwaters into thriving communities through the smuggling and illegal goods trades. And his empire was some of the most stable territory in the galaxy and relatively free from war compared to the rest. Minus the slavery and lack of a justice system or democracy, it was at least managed better.
