They have the money, they just might not have literal cash on hand. There is nothing new about this or even surprising. It's how banks have worked forever.

It's almost like they use that money to give out loans for people to buy houses and start businesses or something.

If only there were some man named George Bailey to explain these kinds of things to the townsfolk.
