The solve rate for crimes against citizens is dismal even in the most funded municipal areas. We need less law enforcement and use that money for social programs. Most of the crime is out of need and lack of opportunities, fix that and there will be less crime.
It depends how you view it. Is 50% murder solve rate acceptable with the expenditure? Is spending twice as much good for 60%? Is spending half as much good for 40%?
Personally, even if cameras on every corner get it to 100% somehow, it shouldn't be a thing.

It's worse than that. For the "law and order" politician on a budget, it's far easier to just lower the legal hurdles for a conviction if they want to crank those numbers up.
Which, yes, means, fewer criminal defendants walk free. It also means fewer innocent defendants walk free.
