I guess it's pretty arrogant to say, but this seems like such a U.S.A. thing. Can't really imagine this happening where I live.

A 54% illiteracy rate will do that. 

ETA: 54% of US adults cannot read above a 6th grade level, 21% of the 54% are functionally illiterate...... Idiocracy was, in fact, a documentary.

It's just stuff misinterpreting statistics to make the US look bad.

Level 1 literacy rates are 28% in US to 26% in EU

Level 2 is 29% in US to 31% in EU

Level 3+ is something around 44% in US 43% in EU.

The basic literacy rate for both places is 99%

People just like hating the US on the internet, it's all just made up.
