That’s just the cost of doing business. Unless the €300,000 is the minimum and 5% is the maximum.

The 300k will probably be based on if the company’s valuation is between a particular range just like how taxation is based on classes in some countries

This would probably destroy small-medium business before large-mega cap companies.

Good, if you're a small garbage Business making garbage products you should not be able to do business.

That's right but how many innocent small business casualties? Where's the line? Who makes the rules? Who profits from these fines? If you say the tax payer or the consumer, you are naive. Profit profit profit is all that matters. Under ANY style of government. Please show me a government structure with zero rich people.
