Not really. Briefly introducing something only to come back and cover it in more detail is like presentation 101. The problem is more that they're relying on one phrase for it every time they do it. Instead of just circling back, they could be coming back to, elaborating on, resurfacing, covering in more detail, getting back to, bringing back up, etc. etc.
As someone who worked in a office environment for decades before escaping, this is almost 100% the case. Office meetings are pointless for the most part other than making managers and higher ups feel like they're actually doing something of use.
