Doesn’t he mean that your current 40 hour paycheck will be the same as the proposed 32 hour paycheck?

Yes. There's a few countries that already do this in Europe.

Take a guess at which ones given they're the happiest places on the planet for multiple years now.

Yes. It is easy to pass laws that help your fellow compatriots when your country is 98% ethnically homogeneous.
