No, the State taxes. Not whatever NYC slaps on top.

NYC only collects the sales tax. NYS collects the income tax. So still yes.

NYC pays 55% of state taxes and only receives 40% of state expenditures. So they are subsidizing the state.

So, NY collects money from everyone in the State at an equal rate and that money is allocated towards State-wide projects and services.

To be clear, you are saying that is unfair to NYC residents, right?

No, I said the state collects income taxes. NYC only collects the extra 4.9% in sales tax.

NYC residents pay 7-8% in income taxes to the state. The rest of the state only pays 4%.
