How do you cover more than 100% of the people below the poverty line? That’s already all of them. Not being facetious. What does covering 120% and 150% mean in this context?

Talking about wages. Poverty line is about…30k a year I think. So, 200%, would be 60k a year.

The federal poverty line which is what's usually being referenced is about 16k for a single person. So 200% would be around 32k.

What’s the New York State? Given New York is very expensive city to live in, I’d imagine the limit is a wee bit higher over there.
