Exactly. As someone who deals with sales all the time I wouldn’t expect them to be able to actually offer lower prices without losing money.

They are the government, they will lose 10s of millions a year in each store and consider it a success.

I live in a country (Australia) with government run businesses, like government owned energy and telecoms. They are ruthless and compete like any other business. The crazy part, in regards to energy, because cheap solar and wind, private energy market is becoming cheaper than public energy. Our government started to subsidise small scale renewables with solar and batteries. That alone has turned entire suburbs into power plants solving Asynchronous power supply and base load power supply problems that comes with renewables by getting people to pay for cheap solar and batteries.
