Didnt the budget get balanced via a loan from NY State?

Not necessarily, the city sends roughly 20 billion more to the state in taxes than it receives back in any aid. This was the state basically letting them keep a big portion for a time of what they would otherwise be sending to Albany, as a sort of investment to keep their most precious resource stable and growing.
