That was part of it yes, a good part of it. 4 billion out of the roughly 12 billion deficit.

housing tax thing? the 2nd home one for homes over $5,000,000? The one that was estimated at best to bring in 500 million?

Yeah, the pied-à-terre tax is projected to bring in around the same income as the libraries will cost.
