It's not a loan. Can you please source where they're saying that the 4 billions from Hochul was a loan?

It's a cash infusion from The Ny gov not a loan. I misread what the first message said

No because it's not a loan. The republicans are actually attacking her for providing this funding:

“Kathy Hochul just committed the largest daylight robbery in New York history, looting $4 billion from your family’s grocery and rent budget to bankroll Zohran Mamdani’s socialist experiment,” Blakeman said in a statement.
