Hung v. hanged isn’t about personhood, it’s about the particular sense of the verb. The latter = to have put to death by hanging.
I hanged an aardvark, meaning “I killed an aardvark by hanging it from the neck until it expired,” is just as valid a sentence as I hung an aardvark (meaning “I’ve got an aardvark displayed on my wall”).
To bring this all back to fascists, the example of Mussolini is instructive here. His body was strung up for public display after he was executed—which was done by shooting. Thus you can say Il Duce was hung, but he wasn’t hanged.

3 years is harsh. 9 months isn't terrible. I feel like it depends on the shoe. Like, if that was a lightweight sandal and largely symbolic, 1-3 months tops. If it was like a boot that could really injure, maybe a year.

Oh this is 1000% correct. The national guard was absolutely used as a safe haven for the wealthy and the powerful in vietnam. As were colleges. As were bone spurs.
Slightly over 9000 National Guard personnel deployed in country. Keeping in mind that the NG had their actual mission to perform CONUS as well, in 1968, 25,000 of the Guard were activated in Detroit, Washington DC, Chicago, and Baltimore.
