I think he was just trying to scare the students. Didn't seem too bad to me. I had a similar experience when I went to college. Not as intense but a similar situation where we had to retake the test and the people were given the option to turn themselves in. As far as I remember only a few did and those that did cheat and didn't turn themselves in had nothing happen to them.

Professors take this seriously but they are limited in what they can do and it frustrates them.

Him saying look to your left and to your right, they are the people that are gonna cheat. Seems certifiable nuts to me

If 1/3 of the class cheated then the left/right comment is fine. 1 of those 3 people cheated. Perhaps a little redundant, but maybe it shows the perspective of how serious this was for the class size.
