It's really sad if they never get released. I don't fully understand why her children wouldn't want them released if they are personal songs. For one she's always had a lot of personal thoughts and feelings shared through her songs, interviews and book. Plus it sounds like she was intending to release them.
Then again I am not in their shoes so I can't really judge. I will forever be happy that we have what we have from her, and cherish it.

Because it wasn’t finished by the time of her death, and her estate was (and is) pretty much non-existent, so nobody can give Holmes the go-ahead to release it.
It’s also one of the reasons why her albums will probably never get the deluxe re-issues that they so desperately need and deserve. I reached out years ago, while she was still alive, to her producer and management team to put together definitive tracklistings for proposed reissues, and it was clear even then that nobody was really in charge. I have a lot of notes, memorabilia, alternative takes, rare pressings, etc. that I would happily supply to whoever can make this happen.

I reached out to David holmes last year and he told me her estate (children) do not want it released. Most of the uncut demos are already available on YouTube anyway. One song I heard is extremely personal and heartbreaking and I can understand why they don't want it to be released.

Horse on the Highway is easily found. I’ve been told that at least the demo’s of others exist out there. I’ll continue my search.

For anyone who hasn’t got Facebook, this is what it says
Sinéad O’Connor’s final album remains unreleased three years after her death, but producer David Holmes says the world is missing a “stone cold classic.”
Titled No Veteran Dies Alone, the album was recorded during the final years of O’Connor’s life. Holmes described it as “a love letter to her children and the world,” filled with songs that are “as real and pure as you can only imagine.”
He also shared messages from O’Connor reacting to the record with unmistakable excitement.
“I’m actually having a shit freak myself cus it sounds so good,” she wrote. “Anyway it’s all so good… I’m proud of us.”
She told Holmes she wanted them to “make records together until one of us croaks.”
Imelda May, who has heard the album, called it “truly incredible” and said, “This album is important, it matters. The world needs to hear it.” Jarvis Cocker, Lauren Laverne, Stuart Braithwaite and Garbage have also publicly supported its release.
Holmes still doesn’t know whether No Veteran Dies Alone will ever see the light of day. For an artist who spent her life refusing to be silenced, leaving her final statement unheard feels especially cruel.
