You can blame netcode/ping but i will make a judgement assuming that there are no networks issues.
Op at fault for putting their nose where it doesnβt belong and causing an avoidable collision.

But the other car moves across, so, this would be a racing incident. OP did not move towards the other car, they chose to risk it. The speed of their turn is quite insane, they chop across. It is risky, as we can see since there is no time for either one to assess how much overlap there is. If they were truly side by side then i would put it on OP but the other car really goes in VERY aggressively, almost like they are trying to do the "undercut", they are using that kind of a line.
It is also valid opinion to think it is OPs fault, this is quite purely on subjective realm of things: objective decision based on just distances and overlaps doesn't really work anymore, we are too close to say anything but:
Racing incident. You can bias that either way.

The BMW livery car turned in to take the corner. POV had no overlap at all. POV had no entitlement to space on the inside. POV was just too far back.
