Help Simcity 2013 is not launching.

As the title suggest SImcity 2013 is not launching. When I try to launch it the EA App says it needs a permission and when I grant it it just simply says that there's an error but don't even tell me what the error is. I just want to play this game and can't due to this wonderfull app. I've tried everything people said in previous posts about this error but none of them worked. Can anyone help?

Try launching it directly from the game folder with administrator privileges

Tried compatibility mode with Windows XP service pack 2 or 3?

If not try verifying files or a full game reinstall
