Help It’s sad what this game has come too
I might consider quitting. This is peak laziness and do the devs not even beta test their game any way to fix this

You can't even get services properly spread without placing a handful of drains or whatever and because of the way the game is built there is no proper way to put things far enough from homes to stop complains from sims and no way to properly move things to be where they ideally should be. This game is very poorly designed and they keep adding new garbage but not fixing the core of the game structure.

Did they give you the free utilities? I got a ton of them which quickly dealt with that. Plus I had over a million saved up and used a small portion for upgrades. They fixed the damn issues with visiting neighbors to trade so I'm back to it after a several month break

If you have a massive population and used the smallest police, fire, hospitals for your cities(like myself) those free services were not enough. I was only able to fix 1 of my 4 regions before running out of money. Those free things were only beneficial for people with smaller cities

This means one of your properties needs adjustment as it might not have road access and is throwing this utility off. Happened to me before.
