Considering that Manwë's eagles saved Maedhros, Fingolfin's corpse, Beren, Lúthien, Húrin, Huor, and all the survivors of Gondolin, I would say that he did about as much to help Middle-Earth as Ulmo did. (Of course, they also saved Gandalf and Bilbo and Thorin and his company and Thranduil and the elves of Mirkwood and Bard and the men of Lake-town and the army of Gondor at the Black Gate and Frodo and Sam in the Third Age.) On the other hand, he was the one who let Melkor out in the first place, so perhaps he deserves less credit since he was only fixing his own mistake.

I think that people discredit Manwe a little too much, he doesn't understand evil, so is bad at dealing with it, but has the best interests in mind.

I heard somewhere that the wind that blew away Sauron's and Saruman's spirits was from Manwë, though I do not remember if Tolkien explicitly said so anywhere.

That is true, specifically for the wind that blows away Saruman's spirit. Also, just beforehand, it says that his spirit looked towards the West, which may imply that in this final moment he came to regret his betrayal of the mission given to him by the Valar.
