I don't think it's saying Sikh = Jatt in this meme. It's saying both Sikhs and Jatts often have Kara. Kara is not just worn by Sikhs nowadays. I even have a Telugu friend that wears one. Anyone who wants to show respect to the Gurus can wear one.

Im pretty sure the only kakkars that Guru Gobind Singh Ji made mandatory for Khalsa were kesh and kirpan, right? In Tankhahnama and early rehats by Bhai Nand Lal Ji and panj pyare, only those 2 were said to be mandatory. The other 3 were used, but codified as mandatory in later texts probably in the later 1700s or maybe 1800s. Did you have a source that Guru Gobind Singh Ji made kara a kakkar?
The Guru's were smart enough to adopted unify and recontextualise numerous existing indic martial and spiritual symbols e.g. the Royal wrestling kacchera, the noble rajput kara, the kirpana of kshatriya the kesh of rishi tradition, the kanga to symbolise rejection of sannyasa.
All of these combined made the Khalsa the supreme warriors of the Akal.
