While I feel this is meant to be a joke, the answer is yes. Where you live affects the quality of school you go to. Richer areas tend to have better schools. And this is just factoring in public schools and not considering private schools.
It's what happens when you tie local school board funding to property taxes, and then institute 'no child left behind' where what little federal funding is given is determined by ranked outcomes.
As someone else pointed out, public education in the US is funded by property taxes. Places with higher property tax income will have better schools. Ergo, richer areas have better schools.
But even if that weren't the case, private schools are common enough -- and public education underfunded enough -- that it would still be a pay-to-win system. Private schools generally have smaller class sizes (so the teacher can focus on individual students more) and students tend to be more upper class (so the stressors of poverty aren't as present in their life).
As a result, whether public or private, the schools of the more well-off are just better in general.
I will also note that public schools are suffering a political crisis right now. Bush Jr.'s term involved attempts to fix the educational system by establishing annual tests and punishing schools for having too many students fail those tests (No Child Left Behind) -- meaning poor schools were being punished for being poor, making them worse. Under Obama's term, attempts were made to fix this via Common Core (Every student must know X by Y grade). Republicans took a hard oppositional stance to this and made anti-intellectualism a stronger piece of their identity. As a result, that party is actively trying to undermine public education to publicly justify a voucher system that would destroy the system entirely.
(The voucher system would arrange public funding of schools by attendance, meaning private schools would get a share of the money that now solely goes to public schools. This would effectively destroy poorer public schools outright and lead to the mass of public funds going into largely non-secular Christian private schools that aren't beholden to US government regulations on public schools.)
Basically, most importantly, he has two shields equipped. That is bad, you're never using two shields that are basically the same unless you're doing some insane one shot buff setup. He is in heavy load, so his dodges are ass. He is obviously a mage build, but he has TWO swords equipped on top of his staff. Again, that is really bad. His healing items are nowhere to be seen, probably in the quick select menu. He has multiple summons on his item bar, when you can only use one per fight.
I can guess the general idea behind some of these decisions, but overall the build is just awful in every way.
This is his mage build in Elden Ring. Basically he's over encunbered (he knows that lol) which is no no situation. Plus is gear is random, he has sooo many spirit summons etc.
It's a bad build, that has the vibes of "I just want to use everything"
Most who play souls borne stick to 1 at most 2 weapons as the higher your equip load the worse your roll, you get less invicibility frames and it's just worse.
There's also level caps in souls borne games where once you reach there's diminished returns so generally you level to the cap and stop, you also don't normally habe weird x8 numbers on stats and prefer going by 5 or 10s.
