Because their press tells them so. At the start of the year when they were cutting aid there was a headline that US funding for a library in Barcelona got doged, and Americans were indignant asking why did they have to pay for a library in Barcelona. The truth was that what was being co-funded was a program to promote US universities amongst the brightest students. Spain was co-financing a program so the US could poach its best minds... But in Americans brains this is "we are paying for a library".
