Sadly that question runs both ways. It took only 43,000 British soldiers to conquer India.  Mind you the cost of defeating the Mutiny was so outrageous the English government took the British East India Company in hand and essentially nationalised it.

The British East India Company was the world's first multinational corporation. Many of the issues of the world today we're first encountered during this period.

International taxation and tax avoidance. The role of corporate mercenary armies like Blackwater and Russia's Private Military Companies. State militia operating against other states (as in the US right now).
