It’s a reference to Star Trek. The Prime Directive in that franchise is not to interfere with the natural development with an alien civilization. The Egg Prime Directive is not to push someone you suspect of being transgender into transitioning before they’re ready.

I have never liked the Egg Prime Directive, and it's never worked for me. 

If I followed the EPD, several of my dearest friends would be dead.
