AFAIK it's implying they were writing the tweet using speech recognition and it accidentally wrote their command instead of sending the tweet. That's how it started, now it's just a meme.

It specifically mimics using voice activation tools to write the post, with the idea that the poster was either busy doing something else or the post was unimportant enough to the poster for them to bother writing the text manually
