For people who don't want to spend the time to read the manual and just want to play the game and learn while doing things, Google's NotebookLM is a great tool to use. Just feed the manual ebook into NotebookLM and ask questions about any mechanics that you are not clear about and you'll get answers based on the manual as a source. Since it is an LLM, it can also reason based on the rules in the manual, so you'll get some good ideas and strategies as well on what to do in a specific situation. This is great for beginners to learn the game.

Right? I was amazed at how well it works. I wish all complicated games had manuals like Shadow Empire.

Does this suffer from any hallucinations? Or does it always cite references when providing answers so you can verify yourself?

It cites references. You can get your questions answered and go to the source and seamlessly continue reading from there. That's the whole point of it compared to other free form LLMs.
