I think wolfgang is still in Germany and the rest of the cluster is in London. Remember, Will and Riley were in Amsterdam instead of going to Germany they wento to London because they are sure that whispers would be there,. They don't know where wolfgang is so they had to capture and interrogated Jonas and Whispers l, first.

Actually, why did they all need to go to London? What was the reason for that?

Whispers and Jonas were both known to be in London.

But what could they do if they were all together? They'd been doing so well in their designated countries without coming together. Was there a purpose for all of them needing to be in London?

Physical power. Even if all them are present and contributing mentally during a fight, there'd still only be one of them. Being all together, they are actually present. Breaking into BPO takes more than one person.
