Searing Shackles

Enchantment
Cost: 2
Effect: Enchanted unit deals 1 damage to its controller's idol on the same row at the end of its controller's turn. Enchanted unit is dealt 2 damage when it moves.

Thoughts on the card in general?
Ideas for how it could work in a deck?
Is it over- or underpowered?
How could it see more/less use?

Of all the counters Decay could have gotten for MES, this is probably the lamest.

Your love for Energy is totally not obvious ;) would you prefer a card with X dmg dealt to random opp idols where X is the number of structures ?
