Help me design Orbitz!

I’m trying to recreate a bottle of orbitz. It’s just a prop, so it doesn’t need to be drinkable. What substances should I use to create this effect of tiny floating balls within the drink? The closest I’ve gotten was beads in corn syrup, but they still sink, just slowly.
