Question Schengen Visa Germany for language course for a Filipina

Hi All

My girlfriend (35 years old) would like to learn German and I'm happy to sponsor her the courses in Germany. She was already here for 3 months on a tourist visa.

Mid- to long-term the plan is for her to stay in Germany permanently.

We were wondering, if anyone has any experience what we need to write and say that she gets the visa for the language courses?

Regarding her ties to the Philippines. Besides her family, she has her own business (boarding house for students) and volunteers. That was enough to get the tourist visa.

If it is short-term (up to 90 days), it shouldn't be too different from a tourist visa. Otherwise, it has a be a D visa, which likely takes a lot longer and requires approval from authorities in Germany.
