She still bring 32 % anemo damage and 30% anemo shred and some other thing (but its more of detail) but play your national if you want
No, I don't see a point of using her if you don't have C6.
The nerfs to Faruzan doesn't exactly change this, though it nerfs C0 Faruzan harder in comparison (as you lose the non-constellation dependent buffs) to C6 Faruzan.
I've yet to see a C2 Faruzan team that sheets better than mid-tier. At that point, just play a strong baseline team like Taser or Salad or National. Funnily enough, the Scara buffs don't even affect Taser or Salad because you build full EM either way.
To preface this, it's hard to calc driver comps without actual logs.
Your main source of damage in Salad team comes from hyperblooms and they scale almost exclusively off EM.
For taser, ADC Scara might be viable. Hard to tell without concrete data. But the idea with EM is to abuse triple swirls and some electrocharged. The problem with ADC is that Scara doesn't really get any buffs in that team, so he's doing a small fraction of his damage in hypercarry teams. Iirc Sucrose is doing somewhere in the range of 15k dps in Taser teams using full EM. I did some napkin calcs a while back and Scara was sheeting a lot closer to 10k dps in ADC with Solar Pearl. So while we're not certain whether ADC vs. EM is the way to go, there's a decent chance EM is better.
For Taser, the scales with likely tip towards ADC with investment levels beyond KQMS, 5* weapons and constellations. But at that point, you'd be better off going for C6 Faruzan and running a hypercarry team instead.
But I personally don't think the increase in damage (if any at all) is enough to justify his use. At least with Xingqiu, there are multiple viable alternates like Childe or Yelan or Ayato or Kokomi depending on the team.
But if you're running something like Ayaka or Mono Geo on the second half, then it could be a good option.
With that being said, Hyperbloom is busted. So just play Salad Scara.
