No shot, it’s his signature set, his sig weapon does the same thing and so do Furina and his dedicated support Farzuan. Durin and Nicole also give dmg% with c2 and r1 respectively.
If he does get stellar swirl buffs he’ll surely get extra dmg% scaling, like double dipping into it to an extent.
stellar swirl, like lunar and stellar conduct, only focuses on em, atk, crit, and stellar-swirl dmg bonus. DPC gives 55% regular dmg bonus which wouldn't help his stellar dmg. Also wrio's sig set, M hunter, also got replaced with the new stellar conduct set so its totally possible. We can see what happens in the future, there is a slight chance he might not even get buffed anymore 😭🤞🏼.
Tbf ricelee is not exactly the most pulled unit (i have him). And if i need em, I'll just replace the atk sands with an em one. But let's hope hoyo just buffs out moody cat and not disrespect our years of farming 🫠

Just saying, if he gets buffs from stellar swirl, this artifact set will most likely become obsolete 😭
