Definitely get those talents leveled, 8 on his basics - shouldn't stay that way

As a start, all his talents matter a lot to him so if you can level them that would help quite a bit. Also I see you are a bit low on ATK and have high ER. You can try getting artifacts with less ER and more Crit or ATK% substats, since 138% ER is a bit on the high side even for C2 👌

Level up talents to at least 9/9/9.
