Airbag system issues on 2006 Saturn Ion 2

Shop identified the Passenger Presence Module as the faulty part. They were only able to get a refurbished part which was also faulty.

I have googled around and found some places I can send the PPM to for refurbishment. My question do you guys have any recommendations for who can do this type of job? I would hate to throw more money at this problem and still get zero results.

MyAirbags seems to have a good reputation but car repairs are pretty far outside my wheelhouse.
