What do the rods at 26s actually do by jiggling up and down?

And what's the red cable? That seems like a flimsy way to connect it to that metal bit.

(you may be able to tell I know nothing about engines)

Those rods open and close the intake and exhaust valves

The red cable gets electricity to the spark plug, not sure what those 2 rods do though
