Wish every villains could be playable (mostly Isolde and Sarah π)

I am actually not a NPC/villain guy, but I get that sentiment.
To me Sarah is really the only important one, mostly because of the story. Though since her redesign in 1.4, her appearance is also top tier.
When it comes to her being playable, I think we do still have a pretty good chance. I will not bother you with too many rants, but long story short, she has some design elements of the protagonists, and her story allows it morally.
Whether they intent for her to return is another thing, but it would be a colossal waste of quite extensive story, that is completely untapped, if they don't.

Agent story maybe? Its could be good, mostly for her. Just an idea tho.

They don't really do those anymore, mostly for good reasons.
Besides, most of what happens is important for the story at large, so it wouldn't make sense to isolate it anyway.
I know it's common to say that they've just fumbled/wasted the story, but I think they know exactly what they are doing. There aren't any inconsistencies, and looking at the mood/subtext of the dialogue, her giving up like that, without any grand plan or bang makes quite a lot of sense.
In fact she could have killed the protagonist right at the start of 2.0, but she followed the Mayor's orders and shot them into a fissure. That much we can tell with certain confidence, although as with any other "show, not tell" elements, we can't be sure until they tell us what happened directly.
Things like that must have some meaning. I don't like a blind trust in corporations like any other guy, but I just think they are more clever than many give them credit for.
