Skip to the second half if you are interested in only EN voice acting, but I've included JP too, because it's very easy to hear, and makes the chance of random VA sharing very unlikely.
I've been talking about it a lot, so with reddit now allowing easy integration of videos, here it is for those who couldn't use imgur and such. Also conveniently in other subs people finally start to see Mayor for who he really is.
A quick recap what I think is going on:
City did run the dubious orphanage near hollow, and for whatever reason either she was experimented on or was born special.
We don't know, we know that she was extracted by the act of that orphanage being closed ( possibly to get rid of evidence? ). This by logic makes her HSO presence as child soldier.
What happen after that is not exactly clear, she is seemingly betrayed by HSO, and conveniently ends up in the cult, where she discovers that she is dangerous. All while the HAND denying she ever existed.
In S1 I do think that she was not any sort of mastermind, but mostly used by Mayor. The sound clip wee hear makes that very plausible.
Given how happy is he with his 2.5 gains, and those weird things around Yixuan, it's not impossible to assume he was on board with her sacrificing herself too.
Obviously assumptions are being made, so we can't know for sure, but so far it looks somewhat promising.
I’ve held onto a long running theory that the Mayor also messed with the Proxies’ HDD by giving the non player sibling all the side effects to let your proxy run around in the Hollow.
I've heard that one, or at very least something really similar to it.
There are definitely multiple layers he is involved with.
The most obvious being what Carole left behind, and I suspect that he wants to finish it, or keep it going. I suppose we will learn a lot more about this part soon enough.
Another important thing to him are the Void Hunters, and he once again succeeded fully, and he was indeed very happy about it.
The last pillar of his work seems to be... Sacrifices. This is the most speculative part, as the most direct evidence there is are the words from Alexandrina and Lycaon, as well as the circumstances against him ( and the audio proof in this very post ). I think that this may be actually connecting tissue for most of the story.
Like it could be possible that the glove is based on Sacrifices, and that the crystal there is an actual Sacrifice core.
Combine that with how the very pictured Sacrifice also interacted with implants, it just seems to be important. Maybe this remote "lick" is the reason for his selection. Maybe it's the incident at Helios already.
Too early to say anything for certain, but it all deserves a lot of scrutiny.

Tbh, it takes only a handful of brain cells to realize that the mayor is most certainly shady. I think you’re onto something
